Delivery Officer - (F/M)

ESSP, a private company with 7 major European Air Navigation Service Providers as shareholders, manages the operation and supports the adoption of the European Satellite Based Augmentation System to GPS: EGNOS.

Delivery Officer - (F/M)

The Delivery Officer reports directly to the Delivery Manager of the System and Operations Unit.  The Delivery Officer contributes to the achievement of the Unit’s stakes by being in charge of specific activities such as replying to tenders, EGNOS system evolution monitoring and transversal project management.  

She/He will be responsible for:

o Contribution to the development and writing of replies to calls for tender for the System and Operations Unit. These tenders can be part of the existing EGNOS Service Provision (ESP) contract or competitive calls for tender. Within this scope, the following activities are expected to:

 Coordinate the technical proposal, within the Unit and with the other ESSP Units.

 Prepare and attend key meetings for tender preparation.

 Consolidate cost estimations and review of the proposals.

 Support to the preparation of the statement of work for subcontracted activities.

 Support to the preparation of Change Requests for the maintenance supply chain in the frame of amendments to the EGNOS service provision contract.

 Support to technical meetings and negotiations with the customer.

o Follow-up of the tenders won:

 Set-up of the project team and organise the project kick-off.

 Project monitoring in terms of schedule, costs and quality.

 Technical reporting and monitoring of payment milestones.

 Organise steering committees.

 For business outside the EGNOS service provision contract:

o Possible direct technical contribution to some activities.

o In charge of the contract, with support of the Contract unit.

o Management of the client interface.

o Occasional support to the Delivery Manager and backup during her/his absence. This support will include reporting and follow-up of the EGNOS maintenance contract. 

o Follow-up of new EGNOS versions:

 Collecting ESSP needs in terms of system evolutions.

 Follow-up of Yearly System Releases (development, AIV [Assembly, Integration and Verification] integration, qualification, PA, Safety, Security…) in collaboration with partners.

 Managing the interface with the GNSS Authority (GSA the client), and partners.

 Participation, if required, to the review of major new versions developed by ESA (European Space Agency).

 Specific Skills:

- Experience of contribution to the production of responses to calls for tender 

- Experience in project management

- Knowledge of GNSS and GNSS operations (EGNOS in particular)

- Knowledge of the industrial and institutional Satellite Navigation environment in Europe

 Job Requirements

- Available for occasional trips in Europe

- Degree in engineering or equivalent

- 5 years’ experience in space or aeronautical domain

- Experience of contribution to the production of responses to calls for tender 

- Experience in project management in an international context (European)
